    It has been the most contentious of UPA’s flagship schemes for the aam admi. The government has never been sure if it wants the Forest Rights Act to really work, and Congress can’t make up its mind on whether it will gain anything from the act meant to return forestlands taken away illegally from tribals and others by the government. It has been a handy tool to make some pro-tribal noise as in the case of Vedanta but the government remains careful of implementing it without exception – for instance, giving gram sabhas the right to decide on allowing industrialists to use forests for private projects.
    In this milieu of political ambiguity, the environment ministry set up a committee under N C Saxena to review the implementation of FRA and changes in the forestry sector. The committee was purportedly a joint one, with the tribal affairs ministry, but only so in name. The committee has recently submitted a report, which is representative of the confusion in the government over how far to go with the act. On the other hand, the National Advisory Council, headed by Sonia Gandhi, too is close to finalizing………………

Panel finds lacunae in implementation of FRA
NEW DELHI: A government committee has found the UPA government’s implementation of the Forest Rights Act (FRA) to be dogged by “serious problems”. The draft report of the joint committee of the ministries of tribal affairs and environment found both ministries wanting in implementation and adherence to the law. Both ministries, according to the draft report, “have done little thinking” and issued no guidance to states ”on process needed after giving titles”.
The Forest Rights Act seeks to ensure individual and community rights for forest dwelling tribal and other traditional forest dwellers. The report will be submitted to the government on January 3. The 19-member committee was headed by National Advisory Council member NC Saxena, and Devendra Pandey, former director general, Forest Survey of India . Coal shortage in India to beat mid term projections

Within six months of the Mid Term Review highlighting insufficient domestic coal production, current estimates have beaten the review’s coal shortage projections. The review’s assessment of coal production growth was already a downward revision from an initial estimate of 680 million tonnes by 2012. Coal is a critical input for fuelling growth of major infrastructure sectors like power, steel and cement. Any irreversible slump in coal production, thus, directly affects the country’s gross domestic product growth. Against the initial estimate of 680 million tonnes, the review document had pegged India’s annual coal production to reach only 630 million tonnes by the end of the current Plan ………................

From getting the land approved to the construction plans, the institutes are made to run from pillar to post. The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006, popularly known as the Forests Rights Act (FRA), was enacted in 2007 through the Ministry of Tribal Affairs to correct the ‘historic injustice done to forest-dwelling communities’. These communities were cultivating /occupying forest land and using forest produce since ages but had no tenurial security. NAGPUR: Deputy chief minister Ajit Pawar on Wednesday took top forest officials by surprise when he green signalled setting up of Special Tiger Protection Force (STPF) for two tiger reserves in Maharashtra. Spend 50 pc of CSR funds for afforestation: Par panel
New Delhi, Dec 13 (PTI) A Parliamentary panel has sought a policy making it mandatory for banks, major PSUs and firms in public and private sector to invest 50 per cent of the Corporate Social Responsibility (CSR) funds for afforestation which needs huge financial resources. "If the government makes it mandatory that 50 per cent of the money being spent towards CSR (will be used) for massive afforestation then millions of hectares of land will be covered by forests.
"At the same time the government will not have to worry about the fund...since the corporate world is already spending by way of CSR towards welfare activities," said the panel in its report tabled in Parliament today.It stressed on the need for formulation of such a policy to be implemented under the Environment Ministry......

Three districts of Maharashtra- Ratnagiri, Sindhudurg and Raigad - on the western coast are set to become the power hub of this part of the country. State-run and private sector companies plan to set up projects adding to 33,943 Mw in these three districts, known for agricultural and horticultural production.
Most of these projects are to be based on imported coal. There will also be two gas-based projects, which include the existing one at Dabhol, and another in Raigad district, to be built by Reliance Power. The tiger may have reappeared at this old reserve of West Bengal, set up in 1982-83 and declared a National Park in 1992, but for Sunil Mukhopadhyay, the big cat lurks in the shadows while elephants and rhinos steal the show Manindra Sarkar, the beat officer at the Buxa Tiger Reserve, is a sort of local celebrity. IN THE AGE OF GLOBAL warming, there is an urgent need to protect and manage the forest resources. Availability of relevant and accurate information in standard formats at the level of forest division is one of the major constraints for proper management and protection of forests. Forest departments require different spatial and nonspatial information to take effective management decisions. Spatial information include administrative boundaries, road, settlements, crime locations, vegetation type, terrain, soil etc., whereas, non-spatial information include different records including village micro planning documents, working plans, plantation records, Joint Forest Management (JFM) committee records etc. To use such vast information for management and conservation purposes, an efficient system which can store and retrieve the information and carry out different user defined analysis for taking well informed decisions is needed.

Tiger kills man in wildlife park

Lucknow, Dec 12 (IANS) A 40-year-old man was Sunday killed by a tiger in the Katarniya Ghat Tiger reserve in Uttar Pradesh's Bahraich district. Identified as Data Ram, Sunday's victim was a resident of Karikot village near the India-Nepal border. The incident took place about 140 km from here.This is stated to be the seventh human kill by a tiger in the region this year. ..........................
